My roster shows 11 hours rest between duties away from base, is that legal?

#1 Roster has an 11 hour rest at a night stop. Colleague says minimum is 12. Which is it?

#2 Under EASA it is 12 hours at home base and 10 hours away from base, so 11 away from base is legal. The 10 away must still allow an 8 hour sleep opportunity plus transport. If the hotel is 40 minutes away and the rest is 10 hours, you have a case for a fatigue report even though it is legal. Legal and sensible are different words.
